Cap saw what his actions were doing to the country and how it was HIM who was hurting the people. It wasn't just property damage that couldn't be avoided. And he's never cool with that. Understanding is more important than simply reading.

He used to be just a bit stronger than an olympic-class athelete. By the Nomad years, he was able to throw small cars.
Last frame is slightly inaccurate. Cap didn't lose the Civil War. He was winning when he realized that by continuing the fight, he was hurting the people he swore to protect. He surrendered and turned himself in after that.

What is wrong with you people?!
I figured he had thrown his shield just before all of the panels and was waiting for it to come back.
