They should follow along the lines of the new IDW run, thats been quality so far.

And some of these concepts did kind of make it into the TMNT-verse in the form of Slash, the spiky turtle boss from Turtles in Time/The Hyperstone Heist and he even had his own action figure. The cartoon and comics incarnation were hit or miss.
And these TMNT "upgrades" - There is that two-part TMNT Anime where the four brothers get excessively crazy buff human-esque mutation. I don't think it was on purpose or intended to be like this TMNT 4 movie idea - and it is super apparent that this movie was very angsty 90s gun pr0n style and not for kids. And that it was never committed to film was probably a good thing - though it should come about as a comic in the near future for sh!ts & giggles on the grounds of "why not" and "just because".
Yeah, the plot synopsis for TMNT IV: The Next Mutation sounded pretty funky.
The Turtles and Splinter were going to undergo freakish secondary mutations (hence the title). Leo would be able to turn his skin to metal like Colossus, Mike would be able to telepathically project the image of a human over himself so he could walk the streets during the day, Don become enhanced with x-ray goggles, Raph would go "feral" and become a turtle/velociraptor hybrid, and Splinter would become a hulking wererat.
Their enemies were apparently going to be from an alternate universe, which I assume is where Kirby and Evil April were going to originate from.
When the thing got scrapped, it was cannibalized for parts. The last season of the Fred Wolf cartoon used the secondary mutation idea (all got versions of their movie powers except Mike and Splinter). The live-action Ninja Turtles: The Next Mutation series got the title and the fifth Turtle (Venus De Milo). A second season would have brought in alternate universe villains including Eastman's then-wife Julie Strain, but the show got cancelled.
Super Shredder's return was news to me, though.
Anyway, considering how bad the suit effects were in TMNT III, we're probably MUCH better off not having gotten this movie.
Awful, of course. But there's a part of me that would like that Kirby pin-up (with the cape) up on my wall. Don't judge me.

When the script/art package went on auction a few months back, a bunch of us in the TMNT community tried bidding but didn't even come close. It's a real pleasure to know that the person who DID win the auction felt generous enough to share the spoils with the fandom rather than horde it away in their collection. Awesome thing to do!
Gotta love those shoutouts to the Mirage Crew: (Eric) Talbot, (Jim) Lawson, (Michael) Bugman (Dooney).
So, "Evil April" is just Psylocke with visible nipples?

I'm pretty confident Sebastian doesn't recognize Kevin Eastman's work when he sees it.
