That is indeed Capt. Lou Albano (he's the one between Supes and Bats in the panel). He helps the other heroes fight rampaging elephants before turning into a giant (listen for the power mushroom sound effect in your head when it happens) and then being murdered by his friends, who then joke and laugh about it over his massive corpse.
I remember reading that Nagraj comic in school. He still has the kick-assest mythos around and Thodanga is the craziest (and pretty damn racist) supervillain he had. And then there's also Doga from Raj comics, a vigilante raised by street dogs in Mumbai.

He DID, actually, get the Infinity Gauntlet for a while during JLA vs. Avengers. It was useless in the DCU, though, so he just tossed it aside like junk.
