Either this is a long-con to re-introduce the CSA (superman batman and wondie who readily kill, a jay garrick who looks suspiciously like the CSA's johnny quick, etc) or DC has at this point decided to purposefully give me and people like me the finger.

None of this seems like what James Robinson of Starman and "Face the Face" and "Shade" would write. I figure he probably really needs money and is doing what DD/JL insist. Either that or he is stealthily making the New52 version of the CSA.

Perhaps they are now taking those same Golden Age heroes and again reinventing them for the current "modern" audience. Almost as if the 50's reinvention never happened. I think that would justify the "Earth 2" name.

Assuming you're talking about the Silver Age resurgence of the super-hero and the re-do's of characters like The Flash and Green Lantern and so on... That's not what happened.
They took Golden Age concepts and titles and completely redesigned, rebooted and recast them. They didn't update old characters. They gave the titles and concepts to completely new characters, which is a helluva lot different than changing a character to 'fit the times'. If that's a new Flash... well, crappy costume but I'll look into it. If that's Jay Garrick... well, then someone has a lot of explaining to do.
The real question is where is Nazi Flash and will he make it from D-Day in time to frown at the camps

Marvel, Wally West, Jay Garrick and the like qualify as particularly obscure. No they aren't Superman or Batman or Hal Jordan but they have all been very prominent for decades.
