Given the import of "good cops" in Gordon's early teams in the bat-books, Gordon-Levitt is giving off something of a vibe akin to say, Gordon's guy Merkel from Year One/Dark Victory. Still one does expect him to be the token guy Jim assigns to "catch Batman". Meanwhile ... the weird fusion of storylines we've been seeing remind me of some hybrid of Bane/Knightfall and the No Man's Land concept of the "Blue Boys" gathering to fight crime on a massive, war-like scale. So whatever cops get spotlighted, being the most important one is actually a hell of a role in-film.
